कालबंदर Kaalbandar

Opening the ledger

Gang Wars

Hold the Block

Kaalbandar is a monsoon port that never closes, carved up by gangs and ruled by a Council with no face. Anyone can kill anyone; the Council decides what it costs.

The Council परिषद

The Council does not negotiate.

It has no face, no flag and no turf. It has a ledger, and every name in Kaalbandar is written in it. Five rules hold the underworld together. They exist so the strong cannot feed on the new.

  1. Neutral ground

Some ground belongs to no one. No business is done there. Draw blood on it and you are excommunicado before the body is cold.

  2. Coins and contracts

Anyone may put a contract on anyone. It is paid in coin, through the Council, and the Council takes its cut. The Council always takes its cut.

  3. Excommunicado

Break a rule and the city closes its doors. No safehouse. No services. An open contract on your head, and anyone may collect.

  4. The unmarked

New faces walk under the Council’s protection. Punch down and you will pay. The wider the gap between you, the higher the price.

  5. Markers

A marker is a favour sworn in blood. The Council keeps the ledger. When your marker is called, you answer.

That is all. Go about your business.

Three ways to live

Nobody hands you a life here. You choose one each time you walk out the door, and the city treats you accordingly.

The gang member भाई

Keep the corner.

Run with a crew of around thirty. Take corners, keep them, and pay the muscle that holds them while you sleep. The gang is your safehouse and your army. It is also your debt.

The hitman सुपारी

Work the contract.

Belong to nobody. Take contracts through the Council and get paid in coin. Get in, finish it, get out. Your reputation is the only thing you own, so keep it clean.

The boogeyman भूत

Go on a stun.

stun noun. One player through an entire gang, until one side is left standing.

Every stun grows your legend, and every gang in the city wants you dead for it. Whoever finally drops a boogeyman takes a cut of that legend for themselves.

Kaalbandar कालबंदर

Black Harbour. Eight by six kilometres of docks, mills, markets and hills on the monsoon coast. The city starts under smoke and fire, and opens one district at a time.

The first to open is a single corner: Kessler & Ninth, under the rusted Saanp Line El in Ginti Nagar.

The blueprint of Kaalbandar, drawn from the game’s own city plan. Hover or tap a district. Only Kessler & Ninth is lit; everything else is still burning.
